MARK BULLEN | Managing Director (Canada)
Mark is a Chartered Civil Engineer, registered with the Institution of Civil Engineers and the UK Engineering Council who has spent 25 years working as contractor, government construction client and commercial advisor on major construction projects across Europe, the Middle East and North America.
With a focus on social infrastructure, Mark also has solid experience of the procurement and delivery of public facilities, power and utility, mining, civil and transportation projects across a wide range of project delivery models. This breadth of jurisdictional, contractual and sectoral experience enables Mark to very quickly identify opportunities for construction project owners to tackle key risks to project success at the organizational, program and project level.
Prior to establishing Capex Projects, Mark advised clients across Canada as Senior Manager within KPMG’s Global Infrastructure Advisory practice, building on his experience in the delivery of a multi-billion dollar program of social infrastructure projects (university and healthcare campuses) with the Mubadala Development Company (the sovereign investment arm for the Government of Abu Dhabi), as well as with the UK division of the world's largest construction contractor, Vinci Construction, where he was most recently Project Manager on a very successful $500m P3/PPP hospital project.
Mark is now based in Vancouver, British Columbia, and has well established relationships across provincial government ministries, crown corporations and other public agencies.
EDMUND MAHABIR | Managing Director (US and MENA)
Edmund formerly held the positions of CEO of Al Futtaim Carillion, Executive Vice President of Carillion Canada’s P3/PPP Infrastructure and Construction Divisions, and Senior Vice President at the Mubadala Development Company (the sovereign investment arm for the Government of Abu Dhabi), and also worked for many years for the US-based Suffolk Construction Company managing projects across the Southeastern United States.
Edmund now brings his expertise and the Capex Projects success formula to his clients in the USA and the MENA region.
Edmund has a wealth of executive level experience in the development and construction industry built up over more than 25 years working in a range of senior positions for developers, contractors and government entities across the Middle East and North America; he holds a Masters in Business Administration, a Bachelor of Science in Construction Engineering, as well as having served in the US Army as a Certified Watercraft Engineer.
With a focus on executive-level advisory services, Edmund offers his clients valuable strategic skills and insights in areas as diverse as corporate restructuring, business operational efficiency / expansion and portfolio monitoring, as well as project level services including contract structuring and negotiations, claims and debt recovery, major project setup and delivery, as well as project turnaround / recovery services.
Edmund is based in Tampa, Florida.
JOHN ANDERSON | Project Director
John is a Project Management Professional with over 20 years experience delivering capital construction and renovation projects for healthcare, local government and advanced education sector clients across Canada.
Prior to joining Capex Projects, John had worked in the role of Senior Project Manager representing both Owners and Construction Contractors, and with a Bachelor degree in Civil Engineering and a keen attention to detail, John is well respected for his ability to identify and mitigate project risk on the most technically complex and logistically challenging projects.
MICHAEL STRAIN | Project Director
Michael is a Professional Engineer registered with Engineers and Geoscientists of BC and holds a B.A.Sc. in Mechanical Engineering from the University of British Columbia. Mike was previously Senior Project Manager at the City of Nanaimo, where he spent almost a decade delivering a wide range of complex and high profile municipal infrastructure projects including new build facilities, renovations, demolitions, and utilities projects, through business case, design and implementation stages of delivery.
Prior to his time with the City, Mike worked in a variety of roles of increasing seniority for Peter Kiewit & Sons Co. implementing both oil and gas and horizontal infrastructure projects, including the $3bn Port Mann Highway 1 Project.
ALVIN LIBAY | Senior Project Manager
Alvin is a Professional Engineer registered with Engineers and Geoscientists of BC and holds a Master of Energy postgraduate degree, he is a certified Project Management Professional (PMP), and a Professional Scrum Master I (PSM I) with more than 15 years’ professional experience working on complex capital construction projects in both the healthcare and power geneation sectors.
Prior to joining Capex Projects, Alvin worked on a range of complex projects and initiatives for Fraser Health Authority and Vancouver Coastal Health Authority.
